He was considered an up and coming coach, and he had an approach that hadn't been tried here before.  if it had worked, it would have been amazing and magical.  Unfortunately it didn't.

It was a poorly calculated risk.  The probability was that it wouldn't work, but it was the cheap option.  Lots of senior managers would rather have cheap, slow failure than take a risk that might actually succeed.

UTEP tried something new in Kuglar that might have worked over 4yrs ago and he failed miserably. UTEP had no choice but to move on or keep losing tons of $$.

Kugler got the job. He is probably making more than he made at UTEP. Maybe he can donate big bucks to UTEP football since he had a big hand in bringing it down to the current depths.
