The big conferences have been adding teams.  I believe that they will be ditching soon.  They may just ditch or reform.  But I am going to list the teams as they are today listed just to keep confusion down a little.  For what I am going to do it will work.

THE WEST

Let's start with the PAC 12
ASU Cal  Stanford  CO  OR  OSU
AZ UCLA  USC  Utah  WA WSU
Now let's color red the deadwood, booth football competitiveness and tv audience combined.  Just sketching here.  Red are dropped. That leaves ASU representing AZ with Phoenix home.  Cal is gone.  Stanford for Northern Cal/Bay Area.  Colorado, Oregon, Washington, and Utah for the states and populations they represent, and USC and UCLA.

Dropped  Baylor  Cincy  Iowa St  Kansas  K St Ok St  This is a tough one.  Baylor, Oklahoma State play football with anyone, but...and then there's Kansas, but this is only concerning the moneymaker-football.

Ohio St  Michigan  Penn State  Wisc  Minn and like the Bears, they suck, but you have to represent , so Ill.

I'm interested but very confused.   You're building two superconferences, West and East?

And you're excluding Auburn, Georgia Tech, Baylor, OK St, and A&M?  They've had some down years, but they have huge, insane followings and serious stroke in their state politics.  There's no way in hell any of those get left out.

If Baylor was being evaluated on merits they'd have been D2 back in the early 90s.


Counter-proposal -- Since we're talking about things that aren't going to happen anyway.    One major league division of 64 teams, one 3A league of 64 teams.   8 conferences of 8 teams each.   Relegation applies.  Every 3 years, the worst performing team from each major conference gets relegated down (8 teams), and the top team over that period from each of the 8 2nd tier conferences gets relegated up.

Oh well, wasted time.

Oooohhh!  What if the 1A 4 play for the championship where the winners of the two games play for the championship, but the two teams they beat play the two winners of !B after they play their championship game.  Like you said, with a chance to move up or down.
